How a report is built
A report is a frozen slice of data that already existed — it adds no new measurement and no opinion. On a fixed schedule the index records what a hotel night, a villa month, an airport transfer, a day tour, a scooter and a day of living cost in each of the 15 areas of Phuket. A report freezes those medians for one period, puts the change against the previous period next to each of them, and adds the public series that explain the movement: currencies against the baht, the Phuket consumer price index, the Ministry of Tourism and Sports arrivals and occupancy, Phuket airport passengers and the month's weather against its 2015–2025 normal.
Three cadences, three lengths. The monthly report is published a day or two after the month closes and answers one question — what moved, and where. The quarterly report is built the same way after a quarter closes and is useful for anything that is decided a season ahead: where to book a long stay, when to move a villa contract. The annual report adds the month-by-month trajectory of the whole year, the comparison with the year before it and the most notable movements of the twelve months.
What a report never does: estimate. A series with fewer than five observations in the period gets no median, and the row shows an em-dash rather than a number carried over from a neighbouring area or a previous month. A public dataset that has not published the period yet — the ministry runs six to ten weeks behind, the airport tables come once a year — is shown as the latest month on file, labelled as such, and not as a figure for the period. Past snapshots are never rewritten: if a source revises a figure, the revision appears in the next report, which is the only way the series stays comparable.
