A short, sharp demand spike inside a low-rate month: flights from China and package rates rise, island hotel medians move much less. Book Phi Phi and Racha trips with a refundable operator that week, because rough-sea cancellations are common.
Phuket Town hotels sell out for the nine days while the beach areas barely notice; taxi and minibus demand into town triples on procession mornings. Streets on the route close from dawn, firecracker smoke is constant, and almost every kitchen in the Old Town switches to a vegan menu.
No effect on hotel rates. Plan any immigration, licence or bank errand around it, and expect Thai domestic crowds on Kata, Karon and Nai Harn if the day extends a weekend.
The first real demand of the season, still at low-season prices in most of the island. Villas and hotels that publish a mid-October rate change are the exception; book before the switch and the same room costs meaningfully less than in the first week of November.
A domestic long-weekend spike rather than an international one: Thai family bookings in Kata, Karon and Patong, busy beaches, heavier traffic on the Chalong and airport roads. Government counters are closed.

Adds demand to the last weeks of the low season, when rate cards have not yet switched over. Combined with the Chinese Golden Week at the start of October it makes the first half of October busier than the second half of September, at the same price.
The single hardest constraint on a Phuket itinerary: a trip planned between 16 May and 14 October cannot include the Similans at all. Inside the window, December to February sells out first and April is the quietest month with good sea.
Explains the low-season discount better than the rain does. It is also the reason island day trips are cancelled at short notice between May and October: book refundable, and treat a calm west-coast beach day as a bonus rather than the plan.

October is the most misread month of the Phuket year. The rain figures are the highest of the twelve, which keeps prices at their low-season level to the very end of the month — but the swell is dropping every week, the sea is usable far more often than in July or August, and the Similan park reopens on the fifteenth. The gap between what the rain column says and what the sea does is exactly where the value is.
The Vegetarian Festival is the month's defining event in most years: nine days of shrine processions, firecrackers, spirit mediums and vegan street food that turn Phuket Town into something no other Thai province does at that scale. It fills the town's hotels and empties its ordinary restaurant menus, and the beach areas barely notice.
The rest of the month is a queue of arrivals: China's Golden Week in the first week, Australian spring school holidays through the middle, and the European autumn half-terms in the second half. Two Thai royal holidays — the thirteenth and the twenty-third — bracket it with domestic long weekends.
